Recently, President Obama has proposed another cut in US and Russian weapons. Until now, all treaties and reductions have focused on strategic weapons only, ignoring the difficult operational, doctrinal and technical problems of declaring inventories and counting non-strategic weapons. Davis has been involved in arms control activities since the 80s, first as a technology developer, as an inspector for UNSCOM in Iraq after the First Gulf War, as the operational head of US inspections while Director of the Defense Threat Reduction Agency, and now as a student of the game. He will lead you through the difficulties of and risks of progress from this point on and describe an interesting Gedanken Experiment performed at an international workshop funded by the State Department and the APS.
